What is Republic of Rumi?

As far as I have understood, Republic of Rumi is the name of the nation given by Khurram Shafiq, which means that a nation which Rumi dreamed of. I do not know about his background much, like how did he come to know about such thing, about the existence of Rumi's and Iqbal's dream? Maybe he started his research from the works of Allama Muhammad Iqbal, and found that he has encoded some hints to know the future and....to become immortal.
